Public Administration Department
Public Administration Department (PAD) takes its origin since 21 of June, 2001, due to Academic Council resolution of National University of Life and Environment Sciences of Ukraine. It was organized for training process providing of Master’s degree specialists of “Public Administration” specialty. Last 2010 the PAD was included to the Education and Research Institute of Continuing Education.
During the history of the PAD duties of Head were carried out by Professor Anatoliy D. Dibrova (2001-2003, 2010), Professor Yuriy Y. Luzan (2003-2007) and Professor Marina M. Bilynska (2007-2009). In 2011 it was headed by Associate Professor Oleksandr V. Zhemoyda – experienced, highly skilled and hard-working person of our Department.
At present the very famous scientists as in Ukraine as abroad are used to work for the Public Administration Department. To the list of the PAD are also included young and talented lecturers-researchers. In particular educational process is provided by 11 staff members: Corresponding Member of National Academy of Agrarian Sciences of Ukraine, Honored Master of Sciences and Education of Ukraine, Doctor of Economic Sciences, Professor Sergiy M. Yanchevsky, PhD. in Economics, Associate Professor Bogdana V. Vyshnivska, PhD. in Public Administration Sciences, Associate Professor Inna G. Suray, PhD. in Economics, Associate Professor Olena V. Kireytseva, PhD. in Public Administration Sciences, Associate Professor Natalia M. Stetsyuk, PhD. in Economics, assistant Natalia A. Gerasymenko, assistant Mykola Y. Ostapenko, assistant Tamara V. Tonkovyd and senior laboratory assistant Natalia P. Davidyuk.
Educational and methodic activity.
Public Administration Department provides realization of Master’s degree program of “State service” specialty and takes participation for specialists preparing of Master’s and Bachelor’s degree in Education and Research Institute of Business, Education and Research Institute of Plant Science, Environment and Biotechnology, Education and Research Institute of Live Stock Science and Water Bioresources, Education and Research Institute of Land Resources and Law.
The PAD also provides 16 disciplines: “Agricultural policy”, “Public administration”, “State service”, Organization of public servant activity”, “Strategic management”, “Management of regional development”, “Investment analysis”, “State regulation of economic”, “National economic”, “Anticorruption policy” and others.
In terms of Master’s degree holders training of “State service” specialty especial attention is given to gain proficiency of public administration methods directed to state functions realization, complicated issues solution of social and economic development and administrative decisions implementation in agro industrial complex system.
Scientific activity.
Personnel of the department provide scientific and scientifically-research activities together with educational process that are determined as of primary importance. Spheres of scientific interests of the staff are miscellaneous but all of them enclose agricultural policy problems, argumentation of mechanisms and state support volume in agriculture, regional development management and improvement of public administration and state regulation in agro industrial system production etc.
Highly professional staff of the department takes active participation in scientific researches under authorities of the Parliament of Ukraine, the Cabinet of Ministers of Ukraine, the Ministry of Agricultural Policy and Provision of Ukraine, National University of Life and Environmental Sciences of Ukraine. The PAD also participates in different joint investigations together with experts of other Scientific Institutions as of Ukraine as abroad (Poland, Germany, Czech Republic, Slovakia, Bulgaria, Romania, Greece, Slovenia, Russia, Belorussia, Grate Britain, USA, Canada, Kazakhstan, France, Japan, etc.).
Preparation of postgraduate students and doctoral studies of specialties “08.00.03 – economic and management of national economy” and “25.00.02 – mechanisms of public administration” accomplishes by the PAD as well. During the last years 17 dissertations were defended.
Officials of the PAD are constant participants of Representative International Forum of Agricultural Economists. In 2007 Professor Sergiy M. Kvasha was elected the Honorable Member Of Congress of Agricultural Economists and Agribusiness of Poland. Based on active position of Associate Professor Oleksandr V. Zhemoyd and Professor Sergiy M. Kvasha, Ukrainian-Polish-Slovak Forum of Cooperation was founded in 2006. Also Associate Professor Oleksandr V. Zhemoyda and Ph.D. in Economics Natalia A. Gerasymenko are actual members of European Association of Agricultural Economists.
Development Strategy.
The experience of educational work is a powerful basis for further improvement of our Department activity to realize the main goal – providing of highly skilled specialists in sphere of public administration and solution of actual issues of agrarian economy in our scientific investigations.
The main tasks:
• Planning, organizing and qualitative providing of educational process
• Favorable conditions forming for providing of qualitative mastering of modern knowledge by graduating students
• Application of new forms and methods of studies, modern information and pedagogic technologies, advanced native and foreign experience in the educational process
• Upgrade qualification of the PAD staff, regular improvement of their professional skills;
• Realization of scientific researches, monitoring of Master’s degree individual schemes and providing of qualitative preparation of Master’s degree dissertations.
