Regional cooperation

Global Fire Monitoring Center (GFMC), the Council of Europe through its Major Hazard Agreement (EUR-OPA), the Organization for Security and Cooperation in Europe (OSCE), United State Forest Service and others.

REEFMC is networking with forestry practitioners responsible for fire management, emergency authorities that involved in joint cross-boundary fire suppression operations, research and educational organizations, protected areas and rural communities in Belarus, Estonia, Hungary, Latvia, Lithuania, Moldova, Poland, Slovak Republic, and other countries.

Cooperation with the Organization on Security and Cooperation in Europe

In Eastern Europe the OSCE and GFMC supported the development of policies and fire management capabilities on terrain contaminated by radioactivity in Ukraine and Belarus in the frame of the project “Improving Radiological and Environmental Awareness in Territories affected by the Chernobyl Accident in Belarus and Ukraine with a Focus on Wildfire Management” (https://gfmc.online/globalnetworks/seeurope/SEEurope_8.html). With the assistance of the Global Fire monitoring Center and Institute of Forest of Belorussian Academy of Science with financial support of the Council of Europe in 2013, management procedures, guidelines and training materials have been developed management procedures, guidelines and training materials have been developed .

Advanced Seminar “Wildfires and Human Security: Fire Management on Terrain Contaminated by Radioactivity, Unexploded Ordnance (UXO) and Land Mines” (Kiev and Chornobyl, Ukraine, 6-8 October 2009)
This seminar addressed consequences of wildfires and fire management on contaminated terrain and was organized by the Global Fire Monitoring Center (GFMC) in the frame of the activities of the Council of Europe (CoE) and the joint project “Enhancing National Capacity on Fire Management and Risk Reduction in the South Caucasus” (Environment and Security Initiative [ENVSEC]), the UNISDR Regional Southeast Europe / Caucasus and Central Asia Wildland Fire Networks and the UNECE / FAO Team of Specialists on Forest Fire.

Awareness-raising and information materials on wildfire risk reduction in the Chernobyl Exclusion Zone
A number of awareness-raising and information materials on wildfire risk reduction in the Chernobyl Exclusion Zone were developed by the OSCE in co-operation with the REEFMC and the GFMC in the frame of the project Improving Radiological and Environmental Awareness in Territories Affected by the Chernobyl Accident in Belarus and Ukraine with a Focus on Wildfire Management at the request of the Ministry for Emergency Situations of the Republic of Belarus, the State Emergency Service of Ukraine and the State Agency of Ukraine on Exclusion Zone Management.

Seminar to develop the concept of new proposals to reduce the risk of disasters in the Chernobyl zone
The seminar was organized by OSCE Project Co-ordinator in Ukraine on 31 October 2019 in Kyiv, Ukraine, jointly with the Regional Eastern Europe Fire Monitoring Center (REEFMC). During the seminar, the results of the OSCE project “Raising Radiological and Environmental Awareness in Belarus and Ukraine Affected by the Chernobyl Accident, with a Focus on Forest Fire Management”, implemented in 2016-2018, were presented to representatives of international organizations and stakeholders. In particular, the “Analysis of fire management legislation of the Republic Belarus and Ukraine, including in the Exclusion Zone and recommendations for their improvement”, the “Belarussian-Ukrainian-English fire management terminology for coordinated response to forest fires across the national border” and the “Guideline for fire fighters in the Belarusian and Ukrainian sectors of the Exclusion Zone of the Chernobyl NPP” were presented; 31 October 2019, Kyiv, Ukraine.

On 9 April 2019 – the Second National Round Table “Fires in the Natural and Cultural Landscapes of Ukraine: Developing a National Policy for the Wildfires Management” provided the floor for a consultation on the draft Law of Ukraine On Amendments to Certain Legislative Acts of Ukraine Concerning the Immediate Elimination of the Crisis Situation Due to Forest Fires. The Round Table was an initiative of and hosted by the Regional Eastern Europe Fire Monitoring Center with the support of the Global Fire Monitoring Center (GFMC) and the Council of Europe (Kyiv, REEFMC / National University of Life and Environmental Sciences of Ukraine (NULESU), Ukraine.
