The Kyiv Veterinary and Zootechnical Institute began its work in 1920, on the basis of the Polytechnic Institute. The department of surgery began its activity in 1923 with three teachers: the head of the department V.I. Stelecki, associate professor K.M. Shevandin. and assistant Borovsky V.V.
In 1930, K. I. Turkevich was approved as the head of the department, and I. O. Povazhenko as an assistant. In 1937, I. O. Povazhenko was appointed head of the department of surgery. At that time, A. F. Burdenyuk, S. Y. Kulyk, and V. K. Chubar worked as assistants at the department.
Already at that time, as well as in post-war times, the Department of Surgery, which was located in the clinical building of the Veterinary Institute on Vasylkivska Street, gained great authority among the owners of animals in the city of Kyiv, and above all, bindyuzhniks (horse owners). This became possible thanks to tireless and highly professional help in the treatment of injured animals, which at that time were intensively used as bulk transport on the construction site. And when, following the denunciation of ill-wishers, I.O. Povazhenko was arrested in 1938 as an enemy of the people, it was the mass action of bindyuzhniks that contributed to his release from arrest.
In 1940, due to the large amount of educational material, the department of surgery was divided into two departments: general and special surgery, which continued to be headed by I.O. Povazhenko, and the department of operative surgery, which was headed by V.K. Chubar.
During the Second World War, professor I.O. Povazhenko, assistants A.F. Burdenyuk, S.Y. Kulyk, resident P.G. Grebelnyk. were at the front. The last two died.
For the heroism shown during the war, Povazhenko I.O. awarded with many orders and medals, including the Order of the Red Star, the Order of the Great Patriotic War of the 1st and 2nd degrees. Dear I.O. in 1943 he was awarded the title "Honored Scientist of Ukraine". In post-war times, Ivan Omelyanovych Povazhenko continued to head the department until 1977, and then, until 1991, worked as a professor of the department.
In the first post-war years, A.F. Burdenyuk, M.Z. Nemyrovskyi, O.P. Shepel, and S.I. Bratyukha worked as assistants at the Department of General and Special Surgery.
