National Round Table on development of State Strategy and Action Plan to Improve National System of Landscape Fire Management
On December 1, 2020, National Round Table dedicated to development of State Strategy and Action Plan for Improving National Landscape Fire Management System in Ukraine was held online under the chairmanship of the First Deputy Minister of Ecology and Natural Resources of Ukraine Bohdan Borukhovsky. The event was organized by Ministry of Ecology and Natural Resources of Ukraine, Verkhovna Rada Committee on Environmental Policy and Nature Management, Global Fire Monitoring Center (GFMC, Freiburg, Germany), Regional Eastern Europe Fire Monitoring Center (REEFMC) and National University of Life and Environmental Sciences of Ukraine.

The NRT was held in format of reports and discussions. The event was attended by 44 representatives of key agencies, enterprises and organizations whose activities are related to protection of natural landscapes from fires and their suppression from all over Ukraine, including Ministry of Ecology and Natural Resources of Ukraine, Verkhovna Rada Committee on Environmental Policy and Nature Management, Global Fire Monitoring Center (GFMC, Freiburg, Germany), Regional Eastern Europe Fire Monitoring Center (REEFMC), State Agency of Forest Resources of Ukraine, State Emergency Service of Ukraine, International Association of Civil Protection of Ukraine, Society of Foresters of Ukraine, Zhytomyr Regional Department of Forestry and Hunting, Chernobyl Radiation and Ecological Biosphere Reserve, Agrarian Radio, FSC Ukraine, Kharkiv Regional Council, central and local authorities, public organizations, as well as other departments, organizations and enterprises capacity.
The working group on the development of State Strategy of the National Landscape Fire Management System, working under the auspices of the Ministry of Environmental Protection and Natural Resources of Ukraine and Global Fire Monitoring Center (GFMC) with the active participation of Regional Eastern Europe Fire Monitoring Center held the first round conclusions and recommendations are based on the results of an all-Ukrainian survey of permanent forest users and other agencies, organizations and enterprises whose activities are related to the protection of natural landscapes from fires and their extinguishing.

The main purpose of the survey is to involve a wide range of stakeholders (rural and urban population, farmers, forestry enterprises, the State Emergency Service of Ukraine, the military, police, medicine, air quality control service, etc.) in a joint discussion and exchange of information. The joint discussion will help to systematically assess all the factors that determine the effectiveness of landscape protection system and identify the main shortcomings for public safety and the environment (main causes of fires, sources of ignition, fire regimes, socio-economic impact, dynamics of land use change). Based on the results of the joint discussion of the problem of fires, with the involvement of foreign experts, recommendations will be developed to improve the existing system of protection of natural landscapes from fires, reduce the negative effects of fires.

According to the results of the National Round Table, all comments, recommendations and wishes of the participants will be further processed and included in State Strategy of the National Landscape Fire Management System in Ukraine.
