The department continues concluding farm contract topics

           A contract was concluded for the provision of services for the development of the project "Consulting services on keeping cats and dogs based on international experience".

More than half of Ukrainians (57%) currently keep pets, and another 21% of the country's residents had pets before. Every fifth respondent (22%) has never owned pets. This is evidenced by the data of a sociological survey of the company Research & Branding Group.
Currently, most Ukrainians keep cats (79%) and dogs (61%) at home.
Cat owners outnumber men (81% vs. 76%), while dog owners outnumber women (66% vs. 57%).
Most Ukrainians (79%) perceive their pets as family members.
Most often, pets appear in the house as gifts or are given to "good hands" (53%), less often they are picked up on the street (24%) or bought for money from those who breed animals (18%), or in a pet store (8 %) or at the bird market (5%).
Characteristically, women are more likely than men to pick up animals on the street (26% vs. 20%), and men are more likely than women to purchase animals from breeders (20% vs. 16%).
Research & Branding Group conducted public opinion research between January 19 and February 3. The collection of information was carried out by the method of personal interviews in 24 regions of Ukraine, AR Crimea, the cities of Kyiv and Sevastopol. Respondents were selected according to a quota sample, which represents the adult population of the country by place of residence (region), gender and age. The size of the sample population was 2178 people. The expected average sampling error is ± 2.2%.
The justification for the need to develop the Project is that Ukraine's aspiration to become a full member of the European Union is impossible without the perception and implementation of European values. Standards of humane treatment of animals are one of them. This is evidenced by the national legislation of European states and the European Convention on the Protection of Domestic Animals of 1987, adopted within the framework of European institutions, which was ratified in Ukraine in 2013. Any state that aspires to be considered European cannot ignore these standards and is obliged to implement them at the legal level.
The national legislation establishes the higher legal force of the norms of international law over the norms of national law regarding the legal regulation of animal protection against cruel treatment.
The absence at the legislative level of the procedure for keeping dogs and cats in populated areas of Ukraine, which does not correspond to the political and economic changes that have taken place in our society in recent years, does not provide a legislative basis for a comprehensive solution to the problems associated with keeping these animals in multi–apartment residential buildings, private houses, as well as at enterprises regardless of the form of ownership.
The purpose of the development is to determine the necessary standards of maintenance and care, most suitable for animals of this species, in the maintenance of which it is necessary to be guided by considerations of the well–being and safety of the animals. Developed in accordance with the latest scientific research in this area, it is a guide for people responsible for keeping and caring for pets. It is based on the principle of well–being and accounting for the basic physical and behavioral needs of the animal.
Domestic unproductive animals dogs and cats – are objects in the field of maintenance and treatment of non–productive domestic animals in settlements.
Subjects of relations in the field of keeping and handling dogs and cats in populated areas are citizens of Ukraine, foreigners, stateless persons, enterprises, institutions, and organizations (natural and legal entities) – owners of dogs and cats, as well as citizens who have received any –what harm from dogs and cats.
The task of the Project is to ensure the protection of the constitutional rights of the citizens of Ukraine, the combination of state administration and local self–government in the field of keeping unproductive domestic animals in populated areas of Ukraine, state guarantees for the protection of the rights of citizens and animals, decent treatment of them, equality of rights of citizens and citizens – owners of animals , providing the population with proper conditions for keeping dogs and cats.
