Catastrophic forest and landscape fires of a new type that occurred in April, July, September-October 2020 in Zhytomyr, Kyiv and Luhansk regions, for the first time in Ukraine led to human casualties, destruction of entire settlements, damage and loss of forests on an area of more than 157 thousand hectares. Firefighting costs reached hundreds of millions of hryvnias, losses to society, economy and the environment reached tens of billions of hryvnias.


One of the main causes of such fires was the combination of a multi-month period of extreme fire danger (class 5) with wind speeds above 35-45 km/h. In the conditions of constant presence of a significant number of fire sources and combustible materials in the landscapes of Ukraine during the fire-hazardous period (on agricultural lands, floodplains, pastures, fallow lands, near settlements and country cooperatives, in forests, along railways, roads, networks electricity supply, etc.) such weather conditions led to simultaneous occurrence of a significant number of rapid landscape fires, which, acquired high intensity of combustion after entering the pine forests, which created extreme difficulties for extinguishing them by forest protection forces, forest fire stations, forestry institutions, natural reserve fund and the involved fire departments of other departments.


During October 4-6, 2021, employees of the Department of Forestry and Laboratory of Forest Pyrology of the Research Institute of Research Institute of Forestry and Landscape Gardening of NUBiP of Ukraine conducted training for foresters - "Second Forest Fire School NUBiP-2021". Forest Fire School is a theoretical and practical training course for senior management of state forestry enterprises. The exercises were conducted on the basis of NUBiP of Ukraine "Boyarska LDS", NNVC "Dzvinkivsky", in cooperation with the Global Fire Monitoring Center (GFMC).

The purpose of the training was to deepen the theoretical knowledge and practical skills of forest fire managers (IC) of different levels (chief foresters, forest protection engineers, foresters, forest rangers, chiefs of fire stations) and firefighters to prevent fires, organize safe and effective extinguishing of forest fires, choose strategy and tactics of extinguishing.
The training was conducted by: Sergiy Zibtsev, Professor of the Department of Forestry of the National University of Life and Environmental Sciences of Ukraine, Director of the Regional Eastern Europe Fire Monitoring Center; Vasyl Gumeniuk, Oleksandr Soshensky, associate professors of the Department of Forestry of the National University of Life and Environmental Sciences of Ukraine, employees of the Regional Eastern Europe Fire Monitoring Center (URL: https://nubip.edu.ua/node/9083/2). Volodymyr Blyshchyk, Associate Professor of the Department of Forest Taxation and Forest Management of the National University of Life and Environmental Sciences of Ukraine.
 
This time representatives of “Kirovograndske” Oblast Forestry Administration, State Enterprise “Companiivske” Forestry, SE “Oleksandrivske” Forestry, SE “Onykiivske” Forestry, SE “Onufriivske” Forestry, SE “Svitlovodske” Forestry, SE “Chornoliske” Forestry, the communal enterprise of Krupetsk village council "Specialized forest communal enterprise", SE “Fastivske” Forestry took part in the training.

     The training took the form of reports, practical classes, excursions, field and staff exercises. In the field, modern machinery and equipment for extinguishing forest fires were demonstrated and their effectiveness was tested. Representatives of “Validus Special Auto” presented a modern fire truck "Forest Patrol", equipped with a module, high pressure pump, remote control winch, etc.; “Fire Security” demonstrated a high-pressure mobile fire module with foaming agent tanks that saves extinguishing agents without reducing extinguishing efficiency, and “Weber Rescue Systems” demonstrated state-of-the-art adjustable fire hydrants, knapsack fire extinguishers, fire hoses of various diameters and other professional equipment that may be used by fire services of forestry enterprises of Ukraine.

     On the third day of the training, the guests shared their experience in extinguishing large forest fires, forming and functioning of the forest fire protection system – Anatoliy Vrublevsky, representative of the State Emergency Service of Ukraine in Kyiv region and Yuriy Mykolayovych, Head of the Department of Botany, Dendrology and Forest Breeding of NUBiP of Ukraine Yuriy Marchuk.

    At the final meeting, the participants of the school noted the relevance of such exercises, the high level of teaching and practical direction of the course, which will allow to use the acquired knowledge and skills in forestries to prevent large forest fires.

     Climate change, which has become one of the causes of new fires, indicates a high probability of recurrence of weather conditions with extreme danger similar to April 4 (Narodychi), April 16 (Ovruch), July 7 and September 30, 2020 (Severodonetsk). New levels of fire hazards and new types of fires require new methods of combating them. In the absence of state funding for forestry and at the same time a significant tax burden, the real opportunities for updating firefighting equipment by forestry enterprises are significantly limited. Thus, the most promising areas of the new type firefighting are those that will not require significant financial costs: 1) improving fire prevention system; 2) increase the level of readiness, efficiency of fire detection and the first attack on the fire; 3) advanced training of managers of forest fire extinguishing, forest protection and forest firefighters on the application of modern methods of fire prevention and extinguishing; 4) improving the organization of firefighting.
