The University with 116-year History Was Headed by the New Rector, Stanislav Nikolayenko

     On August 29, 2014 Doctor of Pedagogical Sciences, Professor Stanislav Nikolayenko was elected as the Rector of the National University of Life and Environmental Sciences of Ukraine at the Conference of Staff of NULES of Ukraine.
     The Ministry of Education and Science of Ukraine appointed Stanislav Nikolayenko as the Acting Head of the university three months ago; therefore, he had some time to get acquainted with the staff, university subdivisions, regional institutions and research farms. The staff also had an opportunity to meet Stanislav Nikolayenko and make their decision.


     According to the Law of Ukraine “On Higher Education” and the Statute of the University, an organisational committee headed by the Chairman of the Trade Union of the Staff of the university, Ivan Gavrylyuk, was created for organization of the elections of the rector. Ivan Gavrylyuk introduced the candidates and the presidium. Among the candidates were Professor Stanislav Nikolayenko and Professor Mykola Povoznikov (Kamyanets-Podilskyy).
     Two hundred thirty-eight delegates from the staff of NULES of Ukraine — the representatives of education and research institutes and other departments of the university, as well as students — elected the new rector.


     The conference was also attended by the Deputy Minister of the Cabinet of Ministers of Ukraine, Nadiya Synytsya, and the Head of the Department of Human Resources and Executive Staff of the Ministry of Education and Science of Ukraine, Mykola Legenkyy. They congratulated the staff of the university on democratic election of the rector.


      Both candidates presented their programs.
     Stanislav Nikolayenko’s program is the Program of University Development “Golosiivska Initiative — 2020”. The staff of the university already examined this program: it was discussed at meetings of the administration, during workshops at education and research institutes, and was also posted on the university web site. It was elaborated by the representatives from numerous university subdivisions and now the program determines the strategy of the university development for the next five years.


     Addressing the delegates, Stanislav Nikolayenko said, “We have achieved democracy in the university life. For three months we have worked together and I should say that I met a lot of teachers and employees who are always eager to help. My work is not a way of earning or a place of employment: this is my life, I hope to share it with you”.
     “Since June 2, we managed to keep the situation under control, we made a thorough analysis of affairs and identified priorities”.

     “We had a very successful entrance campaign and prevented significant reduction of places funded by the state, and even increased their number for zooengineers and agronomists. Reducing places funded by the state leads to firing hundreds of teachers! By the way, NULES of Ukraine has the highest amount of places funded by the state”.

     “In this difficult time we slightly reduced our financial resources, because the state has no money. We have successfully enrolled master students who will pay fee for the education. But the amount of bachelor students is insufficient and led to a loss of potential two million hryvna!”.


     “We started to regulate activities at research institutions of the university. Their heads were replaced. We managed to gather the harvest on time and to start seeding. The amount of feed for the winter is sufficient. The priority is to improve work at research farms, bring them at least to the average level of Kiev region, and afterwards make them exemplary”.

     “The analysis of educational process and scientific activities was conducted”.


     “It is very difficult to tackle the problem of material and technical base. But we have some progress. University buildings and hostels are repaired. There is a design for the roof of University Building 3; the steel structures are ready for installation. The charitable foundation gathered nearly million hryvna in July and August. Unfortunately, the examination was held only on August 22. But in two months the roof of the building will be completed”.
 

     “We took some steps to recommence discipline and order. The main dining room and the dining room in University Building 11 started to function. But this is only the beginning. There is more work to be done”.


     The program Stanislav Nikolayenko referred to as a candidate and “Golosiivska Initiative — 2020” are basically the same. “Golosiivska Initiative — 2020” was elaborated not only by Stanislav Nikolayenko, but also by many other scientists, educators, professionals, such as Volodymyr Kozyrskyy, Dmytro Voytyuk, Victor Pabat, Anatoliy Balayev, Mykola Tsvilikhovskyy, Anatoliy Dibrova, Victoria Gryschenko and others. The program also includes a section on the student government as this was requested by the student organisation. The work was summarized by Academician Sergiy Kvasha.
     Therefore, there is a reason to say that this is a collective scientific and methodological program, which will serve as the basis for the university development.


     The mission of the university is to create, organize and disseminate current scientific knowledge, train competitive specialists of European level with high intellectual and personal development. Our university aims to explain the community that people should live in harmony with nature, be in nature, not above it. Volodymyr Vernadskyy stressed this repeatedly.
     The program also includes the analysis of trends in university education and world science.


     The Scientific Council will annually approve specific plans for the implementation of the program “Golosiivska Initiative — 2020”. The first one is currently being developed. It will be discussed during the meeting of the Scientific Council in November.


     NULES of Ukraine has certain positions in the university rankings. In the ranking “Top-200 Ukraine” the university occupies the 12th position. Improving international activities can raise the position to the 4-5th places! According to the ranking “SCOPUS” the university loses a lot to Taras Shevchenko National University of Kyiv. Therefore, a lot of work should be done in order to make the university competitive at the world level.

     Stanislav Nikolayenko stressed, “International activities allow to assess the work we do. One of my predecessors as the Minister of Education said: “We have the best education in the world, but no one knows it! It is necessary to avoid this”.
     “We should attract more foreign students. In order to achieve this goal, it is important to reform the work of the international department, to improve the quality and quantity of international educational and scientific projects, to change approaches to teaching foreign languages”.


     “The quintessence of the program is to improve the quality of education, educational content and programs. This involves combination of two strategies of the university a classic strategy and an agro-technological one. Licensing of new specialties is no less important”.


     “The stress is laid at the humanitarian and legal components. An extremely topical task is to change the list of specialties and fields of study that are to be developed by the Ministry of Education and Science of Ukraine in three-month term”.


     “It is necessary to update the university library, to ensure that everyone has access to international databases and electronic libraries of the best universities in the world”.


     “We have to improve cooperation with the separated subdivisions. Otherwise, they will not be able to train bachelor students and, therefore, will lose the status of a higher educational establishment”.
     “We should not forget about the main character in the educational process — the student. It is important to promote intellectual and personal development of young people”.
     “The development of a university is influenced by research activities. Our compatriot, Yuriy Drogobych (Kotermak), the Head of the University of Bologna, Magister Georgius Drohobich de Russia, the teacher of Nicholas Copernicus, back in 1490 wrote: “Man is able to know the world not only by divine revelation, but by knowing the laws of nature””.


     “The program involves expansion of fundamental and applied research, support of scientific staff, improving innovation activities. The system of information and analytical support of technology transfer should be updated. We should keep the status of a research university. After all, it gives 25% of the budget for scientific development, as well as the right to grant scientific degrees and academic titles”.


     “It is important to develop and approve campus construction plan. Last year, the Scientific Council authorized to sell 430 hectares of the university land. But it is still questionable how this contributed to the budget of the university”.

     “Thus, we should protect the interests of each member of the staff”.


     “Attention will also be paid to moral and ethical values, democratic governance, development of self-government. We will initiate creation of All-Ukrainian public organization “Universities of Life Sciences”, International association of graduates of NULES of Ukraine, Moral Code of the University Employee”.

     “We cannot ignore financial stability. Among our tasks is analysis of financial and economic activities, finding ways to increase the budget, promotion of self-supporting scientific research, technology transfer and production activities. Finally, another aim is participation in implementation of national objectives of agricultural development”.


     Concluding, Stanislav Nikolayenko singled out the expected results of the program: minimum of formalism and maximum of activities.

     The second candidate, Professor Mykola Povoznikov, also outlined his vision of the university development.


Professor Valentyn Yablonskyy, Professor Dmytro Voytyuk, Hero of Ukraine, Oleksiy Prylipko, the Head of Bobrovytsya College of Economics and Management named after O. Maynova, Olga Gordiyenko, the Head of Boyarka Research Station, Anatoliy Karpuk, the Head of the University Student Organisation, Olga Kukhar, actively participated in the discussion that followed the speeches of the candidates. Everyone mentioned that for the first time the election of the head of NULES of Ukraine is held democratically.


     After counting the votes, the Counting Commission announced the result: Stanislav Nikolayenko was elected as the new Head of the university.
     He was supported by 227 delegates.


     Stanislav Nikolayenko expressed gratitude for support and high trust. He already proved that he is a good leader eager to work!
